In the National Football League, the lowest official passer rating that a quarterback can achieve is 0.0. To qualify, a quarterback must have at least 10 pass attempts, zero touchdowns, a completion percentage of 30% or less, average less than 3 yards per attempt and an interception percentage of 9.5% or greater.
Terry Bradshaw posted a zero rating on a record three occasions. Gary Keithley is the only quarterback ever to post zero ratings two weeks in a row. In 1976, Joe Namath and Richard Todd each posted a zero rating for the New York Jets in the same game. Six years later, Terry Bradshaw and Cliff Stoudt each posted a zero rating for the Pittsburgh Steelers in the same game. In 1973, Gary Keithley of the St. Louis Cardinals and Bob Lee of the Atlanta Falcons each posted a zero rating in the same game, playing against each other. Keithley's team won.
Johnny Unitas, Joe Namath, Terry Bradshaw, Len Dawson, Bob Griese, James Harris, Bob Lee, Craig Morton, and Eli Manning had at least one game with a perfect (158.3) passer rating and at least one game with a passer rating of zero. Manning, doing so in his rookie year, is the only one to record a zero passer rating prior to achieving a perfect passer rating.
